Anyone knows how to make such a soundboard outgoing voice (like through Skype or mumble, instead of incoming for your speakers?

Invest in a cheap 3.5mm audio cable. Run it from the green speaker port to the pink microphone input port on your computer. Congratulations. Your audio is now being routed back into your computer as input.

If that's too ghetto, try looking for Virtual Audio Cable or some similar software, like an audio repeater or something. I'm sure there's something out there that'll let you do that, and that might not pick up skype's audio.
